This article presents the model of development of professional and personal potential of civil servants, a set of organizational and pedagogical conditions for the development of professional and personal capacity of civil servants is considered .The Model of development of a personality is built considering the specifics of the process of training of civil servants in combination with the continuity of the training process for the entire period of study in high school, interdisciplinary nature of learning and advanced self-study. The results of the research work concerning the of development of professional and personal capacity of civil servants, the depth and extent of its manifestation made it possible to determine the qualitative dependence of the level of professional and personal potential of civil servants on the degree of his theoretical training, level of motivation aimed at his professional development (self-development) and the degree of formation of individual skills, determining the identity of the professional civil servant.
