In article the concept «inclusive education» is analysed, its foreign and Russian treatments are presented; author’s definition of the concept «inclusive education» is given, its essence and the main characteristics in modern Russian conditions are revealed. It is noted that one of the main components of inclusive education is the inclusive upbringing based on harmonious interaction of children and teenagers with limited opportunities of health with their healthy contemporaries. Process of development of values of «People», «Health», «Fatherland», «Earth» and formations of valuable orientations at children and teenagers with limited opportunities of health and their healthy contemporaries in the inclusive educational environment is considered. In the conclusion the author drew a conclusion that the inclusive educational environment has positive impact on speed and efficiency of formation of ethical standards and activity rules as at children and teenagers with limited opportunities of health, and at their healthy contemporaries.
