EDUCATIONAL ACTIVITIES OF PUBLIC SCHOOLS INSPECTORS IN BUKEYEV HORDE IN THE XIXTH CENTURY

The attempt to analyze the role of inspectorate of public schools activity in the education of Kazakhs Bukeyev Hordes was undertaken. Specific historical materials and data were analyzed on the base of the principles of historicism and objectivity with fundamental and chronological, systematic and comparative approaches. Public schools inspectors were the key elements in the primary education management (school boards were non-governmental organizations) and played an important role in the education development of the country. In the article it is shown that overcoming mistrust of the local population toward secular education was a major task and condition for the effectiveness of public schools inspectors in Bukeyev Horde during the study period. The article identified and disclosed the problems in bureaucrats work with the non-indigenous population. The cases which demonstrate the use of an individual approach by public schools inspector toward the authoritative representatives of the tribal elite, mitigate of patriarchal in some Kazakh families, changing the discourse of power, as a reflection of the progressive development of the education system were analyzed.
