This work is devoted to identification of approaches to design of educational system and development of model of the sociocultural environment of higher education institution. The reasons causing insufficient educational capacity of technical institutions are established. The presented approaches promote development of the professional and common cultural competences demanded by educational standards. It is established that one of the most important factors of formation of common cultural competences is the sociocultural environment of higher education institution. The requirement about formation of the sociocultural environment in higher education institution is established in each Federal state educational standard of higher education. On the basis of the analysis of psychology and pedagogical literature, and also a condition of the organization of educational work the structural and component model of the sociocultural environment is developed and presented. This model is way of the pedagogical organization of the environment, creation and realization of pedagogical conditions, optimization of their influence on the personality being trained.
