The kernel of the concept of training of competent graduates with limited opportunities of health means of pedagogical design defined as set of the principles reflecting ideas of pedagogics of the higher school and inclusive education is considered. As the backbone principle authors define the program and target principle caused by the purposes of professional education, the personal purposes of graduates, requirements, abilities and opportunities of subjects of education and interested persons from educational space. The program and target principle allows to introduce the standard means guaranteeing a certain level of education of citizens with limited opportunities of health to assist subjects of management of education in realization of initiative activity, to provide social protection from the overloads dangerous to activity.
