We’ve analyzed current state of professional competence development within the framework of higher education modernization. The article also dwells upon the issues of information literacy and information culture. Interconnection between communicative and intellectual competencies as professional competence components is being covered. Learning environments are being viewed as advanced principles of foreign language learning at higher educational institutions. It is stated that the most promising way of introducing learning environments into university classroom is through creating ICT-based responsive learning environments. The latter perform multiple functions: allow for reduction of time expenditures for information acquisition and processing while learning; provide teachers and learners with all information necessary for all professional competence components development; mediate teacher-learner cooperation.
