The research focuses on the relevancy of bilingual education in a multicultural environment that implies the necessity of helping habituate studies of a foreign (nonnative) language in preschools and use of foreign (nonnative) languages as a means of studying in the process of education. The article presents the peculiarities of multinational preschools, the method of preschool educational process based on the principle by I. Ya. Yakovlev of dual cultural congruity. Early formation of a child’s bilingualism is important to begin even before his admission to school. The realization of this goal depends on the efficiency of building an integrated educational system of teaching Russian as nonnative in preschool educational facilities, as it is in early childhood that the linguistic foundation is laid on which the basis for further second language acquisition is to be built, the positive mental attitude is to be generated, and an interest in learning the language is to be created. At this period of language sensitivity the Russian language is easily and harmlessly included in the preschooler’s structure of consciousness. It makes common sense that whatever a baby learns during formative years, will forever remain in his memory, especially if the education received in kindergarten, will naturally lead to the next stage education and training at school. The correct method of bilingual upbringing in small children is only available to educators who are well-equipped with the necessary theoretical knowledge to successfully solve the tasks of forming genuine bilingualism at an early age in practice.
