On the basis of analysis of scientific and methodological literature the article attempts to develop a framework for common cultural competence. General cultural competence can be considered as the basis for the formation of professional mobility of the future teacher. Mobility provides the ability to quickly learn new changes arising under the influence of socio-economic and scientific-technical transformations. All this proves the increased importance of the general cultural training bachelors. The most important task of the system of higher education in the training of future teachers is the need for substantive content of all elements common cultural competence and determination of the theoretical and methodological basis for the formation of the basic competences of bachelors in a two-level system of higher education.
